Social insurance, occupational pensions and salary indexation: what will the situation be like in 2024?
Indexation of salaries to the cost of living
On 13 November 2023, the Vaud State Council announced that it was bringing the salary scale into line with the cost of living, by indexing civil service and parapublic sector salaries by 0.2% and then successively by 1.7% from 1 January 2024.
What does this mean for UNIL staff in concrete terms?
Initially, following an agreement reached in May 2023 with the trade unions, the State Council decided to index the salary scale by 0.2%. Then, on the basis of the consumer price index for October of the previous year, the State Council decided to adjust the salary scale by 1.7% in relation to that already indexed by 0.2%. This represents a total indexation of salaries of more than 1.9%, which will come into effect in 2024.
As a result, on 1 January 2024, the cost-of-living compensation for UNIL employees will be as follows, regardless of the financing arrangements:

For doctoral students and junior and senior SNSF researchers, the indexation rate for UNIL employees has not yet been decided. A communication will be sent by the UNIL Rectorate as soon as the SNSF has decided on the indexation rate applied to the reference scales.

AVS 21
From 1 January 2024, employees who continue to work after reaching retirement age may waive the monthly deductible of CHF 1,400 and pay full contributions, which may affect the amount of their pension. The possibility of improving the AVS pension must be checked by the person themselves with the AVS fund.
To waive this deductible, the employee must inform his or her employer no later than the payment of the first salary after reaching the reference age or the payment of the first salary of any subsequent year.

Occupational pension provision and cohabitation
From 1 January 2024, insured persons wishing to protect their partner in the event of their death will have to register their cohabitation using a form.
It will be possible to fill in the required details on CPEV personal space or Retraites populaires personal space.
