Nous sommes heureux d’annoncer la création d’un cours intitulé « International Tax Relations » (Relations fiscales internationales) qui sera dispensé par le Professeur Pascal Saint-Amans, ancien directeur du Centre de politique fiscale de l’OCDE.
Ce cours suivra une perspective internationale, afin de faire le pont entre les aspects institutionnelles, stratégiques et politiques de la fiscalité internationale. Les sujets du cours seront abordés du point de vue de toutes les parties prenantes au processus d’élaboration des lois fiscales et se focaliseront sur les dynamiques des négociations fiscales de l’environnement institutionnelle dans lequel elles se déroulent.
Le cours montrera les changements fondamentaux qui ont eu lieu lors des 15 dernières années, la fin du secret bancaire, les règles « BEPS » et l’établissement d’une imposition minimale mondiale (Pilier 2) ainsi que les négociations en cours sur de nouvelles règles d’attribution des droits d’imposer les plus grandes multinationales (Pilier 1). Une attention particulière sera portée sur la question de la fiscalité et de l’environnement ainsi que la fiscalité et le développement.

We are delighted to announce the creation of the course “International Tax Relations” which will be taught by Professor Pascal Saint-Amans, Former Director, Centre for Tax Policy and Administration of the OECD.
This course will have an international policy perspective bridging the institutional, strategic, and political dimensions of international taxation. The topics will be approached from the perspective of all stakeholders involved in the law making process and will zoom on the dynamics of international tax negotiations and the institutional environment in which they take place.
The course will show case the fundamental change which have occurred over the past 15 years, the end of bank and fiduciary secrecy, the BEPS rules and the establishment of a global minimum tax (Pillar 2) together with the ongoing negotiation on new rules to allocate taxing rights of the largest and most profitable multinational enterprises (Pillar 1). A special focus will be brough also to the issue of tax and environment and that of tax and development.
